Inclusive Community Resources

ICR was founded in the spring of 2005 by Julie Weissman-Steinbaugh, an advocate in the field for over 20 years, and an individual with severe cerebral palsy. Julie set out to create her dream of a truly person-centered agency, one which would empower people with disabilities to live the life of their choosing.

Today, ICR serves 20 individuals with disabilities that live throughout the East Bay. We work closely with our clients to understand their needs and desires, and collaborate with them and their loved ones on achieving the goals they set forth.

Meet Our Team

Shana Thrasher

Executive Director

Shana was the first Facilitator hired by Julie in 2005 and she quickly learned what an important role ICR would play in her life. Because she joined the business in its infancy, Shana played a vital role in creating the foundation and structure of the business as it exists today. After solely facilitating for a year, Shana went on to serve as ICR’s Director of SLS and Human Resources for 15 years before taking over as the owner and Executive Director in 2020. Julie and her family moved to Las Vegas in 2020, and she and Shana still speak often and remain close.

Joy McCroskey-Walden

Director of Supported Living Services

Joy has been with ICR since 2015 and has worn many hats over the years. She came to ICR with over a decade of experience in the field, and started as an Attendant, later serving as our Consumer Support Coordinator, a Community Support Facilitator, and then as Associate Director for almost two years. Now, as our Director of Supported Living Services, she works closely with Shana and Ryan to keep ICR running smoothly and ensure our clients are receiving exceptional care and services.

Ryan Thompson

Associate Director

Ryan worked as an ICR Attendant from 2012 to 2014, then went on to serve as an Instructor, Behavior Interventionist, Care Coordinator, Program Guide, and Case Manager at various other agencies between 2014 and 2018. He returned to ICR in late 2018 as a Community Support Facilitator, and served in that role for three years before becoming our Associate Director in late 2021. Ryan has a master’s degree in Counseling Psychology. He directly oversees and supports our team of Community Support Facilitators, and also works closely with Shana and Joy.

Jessica Quiambao

Behavioral Support Analyst, LMFT

Jessica is a Licensed Marriage and Family Therapist who has been with ICR since June of 2010. As our Behavioral Support Analyst, she creates behavior plans for our clients, collects and analyzes behavioral data to provide ongoing support to our clients and their staff and family members, and conducts quarterly Crisis Prevention training and certification classes for our staff.
